The Beginning
The Council on Aging–Orange County was founded in 1973 by a group of skilled professionals, civic leaders and committed citizens who recognized a need to define and address community concerns regarding aging. Originally named the Orange County Council on Aging, we were the first agency in the County formed to address the needs of older adults. Our first accomplishment was to form the County Area Agency on Aging as mandated by the Federal Older American’s Act.

Long-Term Care Ombudsman Service
The Council on Aging was successful in acquiring the newly legislated state and federally mandated Long-Term Care Ombudsman Service. (Federal Older Americans Act and State AB 2997). The Council has sponsored the Ombudsman Services since 1976.

| 1997: |
Single Purpose to Multi-Purpose Agency
Our Board of Directors unanimously approved a Corporate conversion from a single-purpose to a multi-purpose agency.
The Financial Abuse Specialist Team (FAST) joined the Council to address issues of financial vulnerable adult abuse.

| 1998: |
HICAP Joins Agency
Council services were expanded to include the volunteer-based Health Insurance Counseling and Advocacy Program (HICAP) serving Orange County since 1986, which provides unbiased information relating to Medicare, HMOs and other health plan benefits.

In-Home Care Option
In collaboration with Lutheran Social Services, the Council added the Linkages Case Management program to provide the necessary outreach and services for individuals to remain in their homes. Clinical in-house assessments by our case managers are used to develop an individual independent living care plan.
Professional Education
The development of our Continuing Education program became the next addition of services. Our collective expertise and experience of Council staff helped to establish us as a primary source for professional education topics and issues relating to vulnerable and disabled adults.

Linkages Under Council
The Council on Aging–Orange County became the sole sponsor for the Linkages program.

| 2003: |
Collaboration Brings Visitors to the Isolated
In collaboration with the Health Care Council–Orange County, the Council sponsored the development and implementation of Caring Connections Friendly Visitor Program. This volunteer-based program established countywide services to bring qualified visitors into the lives of frail and isolated adults.

| 2004: |
Caring Connections Friendly Visitor Program
Caring Connections Friendly Visitor Program became a full-service program under the Council and expanded to include a multi-generational Teen Connections component. This expansion provides students of high school Service Learning programs an option to become visitors to residents of long-term care facilities.
