HICAP Description

HICAP is a federal program administered and funded by the State of California Department of Aging. In Orange County, HICAP is managed by the Council on Aging–Orange County.

HICAP can help you regain one of the most important components of living a healthy life – peace of mind. Nobody likes dealing with health insurance. When we're ill, the last thing we want to worry about is what our insurance covers. Health costs can be staggering and nearly everyone worries about what the future will hold as their health declines.

HICAP can help individuals better understand Medicare benefits, how the health care system works and/or acquire services to which all are entitled. We can help beneficiaries save money and sometimes, in securing a desperately needed service or delaying a hospital discharge, we can literally help save lives.

Mission
 

To provide accurate and objective counseling, advocacy, and assistance with Medicare, health insurance, and related health coverage plans for Medicare beneficiaries, their representatives, or persons imminent of Medicare eligibility, and to educate the public on Medicare and health insurance issues.

 
Origins
 

The 1984 State legislation established HICAP under the Department of Aging.
